Your minute of 18 August commented on a number of points raised by Mr Macoun following our meeting with the Governor on 16 August. You may now like to see the attached record of the meeting which we have prepared in the Department.
2. On the Commissioner of Police the position remains as we left it at the end of the meeting: we await a recommendation from the Governor. There have been further developments on the other two matters discussed.
3. As regards the Special Branch, I mentioned that I had had a further word with the Governor on the evening of 16 August. He said that on reflection he thought it important that the tasks and tar- getting of the Special Branch should be reviewed at the outset of what is likely to be a critical period for the future of Hong Kong. But it was clear to him that such a review should be kept quite separate from an "inspection" concerned with the organisation and efficiency of the Branch, if only because quite different people would be involved. His inclination would be to do the Security Service/Metropolitan Police.Special Branch review first and the "targetting" review later.
In the mean-
time, Mr Macoun has asked the Security Service to prepare draft terms of reference for the first review so that we can send them to the Governor.
4. You will have seen the telegrams on the new Chief Superintendent posts. We are already in touch with the Ministry of Defence but I may need to ask you to write to the Military Secretary. If so, I will submit a draft.
