It would be very easy, for instance, to give the impression that this review was the direct result of the Branch's failure to predict the events within the Police Force of last October/November which again is not at all the case. Those concerned should keep these considerations in mind. They will be dealing with a Force whose sensitivities have been rubbed raw in recent years.

Against this background we would prefer the review to be carried out by a single officer of the Security Services who, we suggest, should be at Director level, either serving or retired. No special cover beyond normal Security Service arrangements will he required. But we would prefer not to trouble the Director of the Metropolitan Police Special Branch. The roles of the two Special Branches are very different, and his presence might become known more easily than that of an officer of the Security Service, and if known would give rise to the kind of speculation we most wish to avoid.
I entirely agree that a review of Special Branch targeting and operations should be kept entirely separate and left until later. We might discuss this while you are here.
