In due course, driver allowances should be phased out, but all authorised drivers should be able to claim for the cost of their driving licenses (para.8).

Consultative Document No.15 - CID(Part II)

1. District crime units, reinforced with a few

experienced CIPS and SIPs and some other ranks, should be made responsible for nearly all homicides and robberies, leaving a requirement for a small highly specialised group at PHQ to deal with crimes with political or social impli- cations or of a territory-wide or international nature (para. 17 and 20(b)).

2. The proposed Management and Development Branch should undertake a review of the functions and work of the HQ CID Pureaux to determine realistic establishment figures (para. 20(d)).

The approval given by PSG to proposals for improved and increased club, sports and recreat- ional facilities, for all ranks is welcomed. clubhouse with adequate facilities for outdoor sports and good communications should be estab- lished in the NT (para. 9).

CID/HQ posts approved by FC on 2nd August. Investigation into the work- loads of CID Districts has been com pleted and results are being analysed by FB. CP to report in January 1979.

CP is seeking standard gymnasia

design from PWD and will draw up phase programme for incorporation into new police stations. CP to report in January 1979.

SWG to report in January 1979 on plans for additional disciplined service sports facilities.

Overtime worked by IPs and SIPs in excess of 51 hours in any one week should be recorded, and time off in lieu granted when possible. In the light of this review, consideration may be given at a later stage to the possibility of overtime payments for these ranks (para. 16).

Government should pay for the laundering and cleaning of the uniforms of junior police officers (para. 12).

All new inspectorate officers should be given annual leave, including passage to their country of origin for expatriates and an appropriate concession for local officers. These terms should be made available to all serving officers (paras. 21 and 23(ii) and (iii)).
