the agreement with Brunei confirmed that the MOD were fully aware of the implications for Hong Kong of the withdrawal of the Gurkhas from Brunei.

Capital Punishment

A submission was sent to the Secretary of State proposing that he should now circulate a memorandum to his colleagues in GEN 103 suggesting that the Government should introduce a motion in the House of Commons abrogating the Creech-Jones doctrine and making the Foreign and Commonwealth Secretary responsible for reviewing any sentences of death passed in a dependent territory, in the light of all relevant circumstances.

Research on Dependent Territories' Matters

7. A meeting of Heads of Departments in the Dependent Territories Division on 9 January agreed to press for an unfilled vacancy in Research Department to be given to somebody with the qualifications and experience to under- take research into dependent territories' matters.
