Thank you for your letter of 3 May (incidentally not received until 8 May) arising out of your visits to penal institutions.

I read your letter to mean that you encountered a considerable number of prisoners who you believe were framed. To enable me to take this further would you please give me as many names as you can of these prisoners.

You raise several other issues on which I wish to reflect. But there is one point I can dispose of. I agree that wherever possible prisoners should be kept usefully productive. am sure Mr Garner told you of the development in the prison industries that has taken place and the plans for expansion as soon as the new Director of Prisons Industries arrives in June. He is a first-class man who has done an excellent job in Scotland, and I am sure will do what is necessary here.
