2.46 The Housing Department has had to reckon with a vastly different problem.
It is therefore not possible to draw any comparison with regionalisation in the Urban Services Department.

2.47 In terms of accountability upwards from the lower supervisory 1ovels,
both Departments employ a system of meetings to ensure that senier management is kept in touch with the situation on the ground. Regional Assistant Directors in the U.S.D. hold regular meetings attended by regional staff officers and the respective Urban Services Officers. turn the U.S.0.s hold a regular monthly meeting with their "specialists" in environmental hygiene, hawkers and markets, recreation and amenities.

2.48 Similarly in the Housing Department, a monthly meeting is chaired by the Assistant Director and attended by Senior Housing Managers (Policy) from HQ and District Senior Housing Managers, to discuss policy and operational matters. Monthly meetings are also held between District S.H..s and their H.M.s, the purpose of which is to discuss management problems, and to achieve an exchange of managerial knowledge and ideas between the estates of the District.
2.49 As an aid to the practice of accountability, U.S.D. has instituted an effective system of checks. Bach week the U.S.C.s and their Deputies participate in the "surprise visits scheme" for other U.S.D. Districts within the Region (Hong Kong and Kowloon only) to which they belong. Each U.S.0. and D.U.S.C. visits 5 or 6 licensed food premises within a particular District to which he has be on directed, to make "hygiene" inspections. They report their findings to the Supt. (Hygione) of the Region who, in turn, advises the Assistant Director of the Region. The Regional HQ then minutes the appropriate U.S.0. drawing to his attention matters which require follow up action, rectification, etc.
2.50 It was found that this system operates successfully and no objections to
the concept are raised by U.S.0.s, who are unaware of the dates of the visits or the premises which are being inspected within their District. This scheme is backed up by unannounced visits by A.D.s(Regions), regional Supts. (Hygiene) and regional Senior Health Inspectors (Food) to licensed promises within Districts.

Attention is drawn to this practice because it signifies acceptance of the idea that management has the right, if necessary, to be advised independently of what is happening with a particular area of activity by persons other than those directly responsible for the activity. is the beginning of a system of internal audit and widespread acceptance and practice of this principle is seen as a necessary development in the overall practice of supervisory accountability.

The New Territories Administration was examined because, in many ways, it is unique. The post of Secretary for the New Territories is unusual in that he has responsibility as a Secretary and as a Head of Department.
