particular department. It was decided to examine certain departments from the following broad "types".

"Disciplined force" departments

exercising functions,

providing technical and general services and control across the whole of Hong Kong; e.g. the Royal Hong Kong Police Force, the Fire Services Department and the Immigration Department.

Executive departments with specific functions to be carriol cut and services to be provided across the whole or part of Hong Kong on a "regionalised" basis; c.g. Urban Services Department, Housing Department and the New Territories Administration.

Departments having, inter alia, specialist project management functions; e.g. contract administration in the Public Works Department.

2.10 It was thought that from this examination it would be possible to

generalise as to characteristics of structures and relationships which provide a framework for, and facilitate, the practice of supervisory accountability. Conversely it might be possible to draw attention to characteristics which seem to militate against the practice.

In the range of discussions held with officers at various levels within the departments examined, the primary aim was to determine whether an "accountable system" (Para. 1.9) exists; i.e.

Does the department have systems which facilitate a flow of directions, information, knowledge, and opinion from the top to the lowest supervisory levels and, equally important, the reverse flow of information and opinion on problems from the lowest operational levels to the top.

What measures are taken at all levels, within this vertical flow of information, opinion, etc. to check its accuracy and validity; to what extent might information become diluted, particularly as it flows upwards through the communication system.

How do supervisory officers at the various levels get to know their junior officers, their strengths, weaknesses, the way they go about their work, the circumstances under which they operate.

How well defined are the areas of responsibility of supervisors; do their responsibilities sometimes overlap with those of other officers; do officers possess clear, up to date, written "Job Descriptions".

2.12 Disciplined Force Departments

The facts and views presented within this section are based upon discussions with officers at various levels of the Royal Hong Kong Police Force, the Fire Services Department and the Immigration Department. Because of the size and the importance of the R.H.K.P.F. a good deal of weight is given to the Force in this examination.
