Please refer to our telegrams Nos 586 and 603 about the report of Mrs Elliott and Mr Sanguinetti which arose out of allegations of malpractices in prisons, and was converted into a diatribe against the legal system and the legal profession and into allegations of widespread framing by the police.

For your files I enclose a copy of her letter to me. The annotations in the margin will make clear the slight differences that occur between it and the published report" which you will have seen since it appeared in full in the South China Morning Post of 10 April.

Local interest in this report seems to have completely evaporated. Never the less I think she will make allegations of the sort contained in the report the theme of her visit to the UK in the autumn (ostensibly to receive her CBE, but primarily to obtain as much publicity as she can). We therefore need to answer her with care, and there are elements of truth in her allegations. I will let you have a draft of what I propose to send in due course.

Meanwhile I have written to her as in the attached letter, and have also written to the Chief Justice, the Chairman of the Bar Association and the Chairman of the Law Society to ask if they have any comments on relevant passages.
