I wonder if you could comment on the points raised by Mr. Tung in his letter. In particular I should
like to know the extent to which:
(1) He is precluded from taking action in Hong Kong.
(2) Avenues are open to him in the United Kingdom, and
(3)
There are reasonable grounds for thinking he might be inhibited for any reason from taking action in Hong Kong.
