Future Requirements

To appraise the potential departmental needs for expansion, contraction and/or transferring functions to other departments and to determine the effect of these on the organisational structure and the operational requirements.
Control of Resources
To examine and report on the systems for resource allocation and control at all levels.
Management Information Systems
To examine and report on how information, including information on unit costs, is made available to management in order that it may adequately monitor and control activities, the utilisation of resources and the achievement of departmental objectives.
Improvement Areas
To identify any areas where opportunity exists for improving the utilisation of resources and raising the level of the services provided.
Performance Measures
To establish performance measures for all key activities and recommend systems whereby performance can be monitored.
Systems and Procedures
To examine and report on systems, procedures and methods in use in the department and recommend changes where improvement appears warranted.
3.29 It is not envisaged that every management review will cover all the above areas but the need for further studies will be identified in the process. In general, it will be essential to cover the areas described in 1 to 6 above and useful to extend to the others according to priority and staff availability.
3.30 The ideal time to initiate a management review will be when a department
has identified a significant organisational or other management problem. A management review will involve a department in a considerable amount of effort but the concept is supported by the Chief Secretary's Committee and given the co-operation of the resource branches and a demonstration of the benefits to be gained, it is envisaged that any possible initial reluctance by a department to request such a review will be overcome
3.31 A pilot management review is at present being undertaken in the Social Welfare Department and all Heads of Departments have been requested by the Secretary for Administration to consider the concept and to invite the Management Services Organisation to undertake a review when the need or desirability is recognised. It is hoped that if the first reviews are seen by departments to be a success, other departments will be more willing to ask for a management review,
3.32 The formation of the Management Services Organisation to undertake
management reviews by invitation from, and in co-operation with, departments is seen as a fundamental step forward towards achieving effective forms of service-wide control and is strongly supported. The areas of departmental acitivity which will be examined systematically and analytically are all inextricably linked with the concept and practice of supervisory account- ability as examined and explained in this report.
