I am directed to reply to your letter dated 6th March 1978 regarding your son, who is at present serving a prison sentence at Stanley Prison in Hong Kong.

The Home Secretary has signed an order enabling your son to be transferred to the U.K. and has agreed that he may serve the balance of his sentence there. The decision as to whether the transfer will actually
take place rests however with the Government here in Hong Kong. The present position is that a paper is being prepared for consideration by the Executive Council in Hong Kong. It is hoped that it will be ready for their consideration within the next three or four weeks. The decision will be conveyed to you as soon as possible after it has been taken.
I would like to point out that the Chinese Authorities are not involved in this matter in any way. It is one for the Hong Kong Government alone. Neither are the Army or the Royal Air Force involved.
I am sorry that I am unable to let you have more positive news at this stage, but hope that this situation will be resolved before too long.
