Refuse generated beyond the capacity of the incinerators on Hong Kong Island and in Kowloon is currently disposed of by controlled tipping at Sai Tso Wan and Gin Drinkers Bay in accordance with the two-tip principle, so as to cope with unexpected variations in demand, severe weather or adverse site conditions. The Sai Tso Wan tip will be filled to capacity and replaced by the Junk Bay tip in 1980, while the Gin Drinkers Bay tip is due to be replaced by the Ma Yau Tong west tip in December 1978. As the capacity of the Ma Yau Tong west tip will be exhausted by mid-1980, the Director of Public Works has recommended that the valley at Ma Yau Tong central should also be developed as a refuse controlled tip with a view to replacing the Mau Yau Tong west tip by that date.

The Ma Yau Tong central tip has a capacity of approximately 800,000 tonnes of refuse whi ch will give it a life expectancy of 2 years under the existing trend of refuse generation. The site is located in a relatively unobtrusive valley which is easily accessible from east Kowloon. When tipping is completed in mid-1982, it will provide 5.8 hectares of formed land, 4.7 hectares of which will be developed for open space use and 1.1 hectares for Government, institution and community purposes. This project is estimated to cost $25.1 million and is combined with the Ma Yau Tong west tip under Item KCT(6)A, which is in Category A of the Public Works Programme, at a total estimated cost of $52.8 million.

Proposal

In order to carry out the necessary engineering works before the tip can receive refuse, the Director of Public Works has re- commended the acquisition of 10, 400 square metres (about 111, 949 square feet) of private agricultural land, comprising seven lots in Survey District 9, shown coloured orange on the plan at Annex All seven lots (Nos 3, 4, 5, 6, 7, 8 and 9) are at present under cultivation. Some temporary structures are located on Lots Nos 3 and 4.
