The alteration of the alignment and width of those parts of Jockey Club Road and Tai Po Road lying on either side of the Fanling Roundabout together with the construction of six subways and one footbridge for cyclists and pedestrians form the first part of a road construction and improvement programme which aims to provide an adequate road system at Shek Wu Hui and Fanling to be completed over the next five years. These roadworks were authorised by the Governor under section 6(2)(b) of the Streets (Alteration) Ordinance (Chapter 130) on 26th August 1978 and necessitate the acquisition of certain private land along Tai Po Road and Jockey Club Road as detailed in paragraph 2 below. Engineering works will start as soon as the land can be made available and will take about 21 months to complete. Two months notice of resumption is thus recommended. This project forms part of Shek Wu Hui development, package 3 works and is in Category A of the Public Works Programme.

Proposal

The Director of Public Works has accordingly recommended the early acquisition of a total area of 47, 115.2 square metres (507, 156 square feet) of private land comprising 46, 902. 1 square metres (504, 862 square feet) of agricultural land, 185.2 square metres (1, 994 square feet) of building land and 27.9 square metres (300 square feet) of telephone exchange land.

The general location of the land to be resumed is shown coloured orange on the Identification Plan at Annex A. The Secretary for the New Territories is satisfied that the private land involved is the minimum necessary to implement this project. Compensation for resumption and clearance is estimated at $15. 45 million and sufficient funds are available in the approved project estimate to
