scale. 34 pre-war buildings and 2 vacant double sites, all of which are in private owner- ship, are affected. All the buildings are in a poor condition without flushing toilets. No redevelopment has taken place in the terrace probably because development is restricted to a maximum of 4 storeys (there is no vehicular access) and because there may be a liability to undertake extensive stabilisation work on one of the two retaining walls bounding the terrace. It is unlikely that a comprehensive development would be undertaken by a private developer because of the fragmented ownership and restricted development potential; any private redevelopment would therefore be piecemeal and would not occur at all in some cases. This scheme offers an excellent oppor- tunity to redevelop the terrace as a whole. A schedule of the lots affected together with a brief description of the condition of the buildings is at Annex D.
The site is zoned Residential (Group 1) on the draft Outline District Plan No LH 1/11C. The Society proposes a 'garden estate' type of redevelopment consisting of 10 four storey, detached or semi-detached apartment blocks with community facilities on the ground floor of four of the blocks. The proposed number of flats is 324, accommodating 324 families with an estimated population of 1, 100. Because of the four-storey height restriction, this proposed redevelopment will not provide substantially more accommodation than presently exists, but it will mean a considerable improvement to the living conditions by providing self-contained flats with modern facilities and proper manage- ment.

The site consists of an area of about 352 square metres, the location of which is shown coloured pink on the inset plan at Annex E. The main plan shows the 6 affected properties on a larger scale. All the properties are pre-war buildings in private ownership and are in only a fair condition. It is unlikely that comprehensive development would take place due to fragmented ownership. A schedule of the lots affected together with a brief description of the condition of the buildings is at Annex F.
