The institution of formal resumption proceedings is recommended because of the lack of progress in negotiations with the company which owns the land. As the land to be resumed lies within the boundaries of the Yuen Long Layout Plan, the company will be offered the alternative of land exchange entitlements of Letter B terms. The amount of cash compensation to be paid out will be reduced to the extent that land exchange entitlements are taken up.

Honourable Members will be asked to advise, under section 3 of the Crown Lands Resumption Ordinance (Chapter 124), whether resumption of the lot listed at Annex B is required for a public purpose, namely Yuen Long Town Development, Package 3X, Yuen Long, New Territories.
