map at Annex B meets these criteria. It is near the developing town of Yuen Long which will eventually have a population of 90, 000. It is close to the main dual carriageway from Yuen Long to Tuen Mun, which will be linked to Tsuen Wan, Kwai Chung and Kowloon by the Tuen Mun high- way now under construction. The land can probably be formed at a cost of about $540 per square metre ($50 per square foot), which is slightly higher than the premium charged for land at Tai Po.

It is estimated that the Yuen Long Industrial Estate could make available a net total of 56 hectares of industrial land. The area intended for the estate is mainly poor quality agricultural land previously used for cultivating rice, latterly as fish ponds and now largely unused. The site is some distance from the Mai Po Marshes, being situated on the south-west bank of the San Pui River, beyond which the marshes lie, and about 2 kilometres (as the crow flies) from the housing estate at Tai Shang Wai. Approximately 2.5 million cubic metres of fill material will be required to form the whole site to a level of about 5 metres above sea level. Much of this can come from the adjacent hills on crown land immediately to the West, as shown on the plan at Annex B. However, there are two ancestral graves located there belonging to the first and fourth generation of the Tang Clan, and estimated to date from the Northern Sung dynasty (960-1126 AD). Because of strong fung shui objections, not all the requisite material can be obtained from this area and the balance will have to be brought from a borrow area to the South of Yuen Long Town. If Honourable Members advise that a second industrial estate should be constructed at Yuen Long, their advice regarding the details of the resumptions necessary will be sought separately.

About 75% of the estate site is already Crown Land, much having been acquired as part of a land exchange for the Lantau Discovery Bay project (estimates of notional acquisition costs not available at present), but the remainder, together with the access road, will have to be resumed. A total of approximately 600 people will have to be cleared, and provision for clearance costs is included in the estimated overall cost (see paragraph 12 below). The majority of these people are involved in seasonal fishing in Deep Bay and will be offered resites on nearby Crown Land. The remainder will require initially temporary housing and ultimately public housing in Yuen Long. The clearance will be phased so that this can be provided.

The work will be carried out in three phases with initial priority being given to the construction of a service reservoir and sewage treatment works. Stage I (49 hectares) comprises derelict fishponds, the majority of which have already been surrendered to the Government. Stage II (27 hectares) comprises largely Crown Land used as fishponds and Stage III (17 hectares) is mostly small plots of private land owned by hundreds of small holders. Stage III involves the most
