domestic structures are occupied by 29 families who, if found eligible, will be offered public housing in Sha Tin. Families not eligible will be offered space in a temporary housing area in Sha Tin. Ex-gratia domestic removal allowance of up to $1,000 per family may be payable to these families.

The cost of ex-gratia allowance for 30 eligible industrial undertakings is estimated at $320,000 and will be paid from the compensation vote of the Housing Department under which funds are also available.

The institution of formal resumption proceedings is recommended to avoid delays in obtaining the voluntary surrender of the private land which may be caused by succession difficulties, absentee landowners, or prolonged negotiations with the landowners. As the land to be resumed lies within the New Town boundaries, subject to no policy change in the meantime, the owners of the agricultural land will be offered the alternative of land exchange entitlements on Letter B terms with a credit of $10 per square foot or cash compensation which includes an ex-gratia sum to bring the total compensation up to $17 per square foot, if the cash offer is accepted prior to the expiry of the resumption notice. The amount of cash compensation to be paid out will be reduced to the extent that land exchange entitlements are accepted.
