If Honourable Members advise that acceptance of a scheme on the lines proposed in the letter at Annex B be adopted, it will not be possible to make the necessary changes to the legislation before some 5,000 leases expire at the end of June. It is, therefore, proposed that a statement should be made in the Legislative Council on 20th June announcing the adoption of the new scheme and reassuring those lessees who wish to have their leases renewed that renewal will be effective from the expiry of the leases.

Honourable Members will be asked to advise whether:

a revised method of assessment for the renewal of renewable Crown leases should be introduced as outlined in Annex B to this memorandum and that the basis of assessment should be 3% of the rateable value;

that the new method should apply in future to rent payable under leases already renewed; and

that a statement should be made in the Legislative Council on 20th June of the method for assessment now proposed which will be introduced as an amendment to the Crown Leases Bill 1973 as soon as possible.

The Registrar General (Acting) (Mr. P. JACOBS), the Commissioner of Rating and Valuation (Mr. R.A. FRY), the Director of Lands and Survey (Mr. W.L.T. CRUNDEN) and the Principal Assistant Colonial Secretary (Lands) (Mr. D. AKERS-JONES) will attend before the Council for the discussion of this item).
