The Water Supplies Department is proceeding with necessary improvement works to the existing water supply system on the basis that 168 million cubic metres of water will be made available by the Chinese authorities for the supply period commen- cing 1st October 1979. An essential part of the scheme for re- ceiving additional water from the East River involves the laying of a 1, 600 mm diameter pipeline alongside the existing twin 1, 200 mm diameter pipeline between the Muk Wu and River Indus Pumping Stations, together with the provision of alternating lengths of 2,000 mm diameter pipeline and tunnels between the River Indus Pumping Station and the existing intake point and tunnel south of Nam Chung, which discharges into the Plover Cove Reservoir at Chung Mei. The acquisition of certain private agricultural land is necessary to permit laying of the pipelines. This project is in category A of the Public Works Programme. Engineering works are scheduled to start in July 1978 and will take 24 months to complete. The contract for the pipeline between Muk Wu and the River Indus must be completed before October 1979 if the additional supply is to be taken.

The Director of Water Supplies has accordingly requested the resumption of 77, 190. 8m2 (about 830, 875 square feet) of private

2 agricultural land in the Sheung Shui and Fanling area. The general location of the land to be resumed is as shown coloured orange on the identification plan at Annex A. The Secretary for the New Territories is satisfied that the area of private land to be resumed is the minimum necessary to implement this project. The cost of resumption and clearance is estimated at $7, 78 million and sufficient funds are available within the approved project estimate. The cost of ex-gratia allowance for one commercial undertaking, two industrial under- takings and ten aquaria is estimated at $350,000 and will be paid from the compensation vote of the Housing Department under which funds are also available.
