Package 4 of Yuen Long development encompasses almost the whole of the existing Yuen Long town east of the central nullah. The acquisition of certain private agricultural land as detailed in paragraph 2 below is necessary to permit implementation of phase I of this package development which will make available land for Government, institutional and community uses such as multi-storey carparks, a market and open spaces. The project is in Category A of the Public Works Programme. Site formation works, which will take 24 months to complete, are scheduled to commence towards the end of September 1978.

The Director of Public Works has accordingly recommended the resumption of 20, 833.6 square metres (about 224, 255 square feet) of private agricultural land in Yuen Long town for the implementation of Yuen Long development Package 4 phase I, engineering works, The general location of the land to be resumed is shown coloured orange on the identification plan at Annex A. The Secretary for the New Territories is satisfied that the area of private land to be resumed is the minimum necessary to implement the project. Compensation for resumption and clearance is estimated at $4. 4 million and sufficient funds are available within the approved project estimate to meet this commitment. The cost of ex-gratia allowances for 2 tanneries, 6 workshops, 5 shops and one kindergarten is estimated at $450,000 and will be paid from the compensation vote of the Housing Department under which funds are also available.

The clearance will involve both Crown land and private land. Payment of compensation for crops, fruit trees, fences, wells, ex- gratia allowance to cultivators and ex-gratia disturbance allowance to displaced pigbreeders and poultry farmers will also be necessary.

No building land is involved in this resumption. However, 75 temporary structures (63 on private land and 12 on Crown land) used for domestic purposes will have to be cleared. These domestic structures are occupied by 83 families of about 440 persons who, if
