Access to the Tai Po Industrial Estate is gained via Ting Kok Road. It is necessary to widen the section of Ting Kok Road from Kwong Fuk Road to Ha Hang from a two lane road to a two lane dual carriageway in order to cater for the additional traffic generated as a result of the opening of the estate. The road improvement works have been divided into two phases. Phase I construction work is already in hand. Phase II construction work, which will take about six months to complete, is scheduled to commence in November 1978, and requires the acquisition of certain private agricultural land as detailed in paragraph 2 below. The project is in Category A of the Public Works Programme under Item NDE7(6) as part of works contingent on the development of the Tai Po Industrial Estate.

The Director of Public Works has accordingly requested the resumption of 954. 4 square metres (about 10, 274 square feet) of private agricultural land to implement the phase II construction work. The general location of the land to be resumed is shown coloured orange on the identification plan at Annex A. The Secretary for the New Territories is satisfied that the area of land to be resumed is the minimum necessary to implement the project. Com- pensation for resumption and clearance is estimated at $322,000 and funds are available in the approved project estimate to meet the commitment which will be shared proportionally with the Hong Kong Industrial Estates Corporation.

The clearance will involve the payment of compensation for crops, fruit trees, ex-gratia allowances for cultivators and 'Tun Fu' ceremonial fees. No building land is involved in this resump- tion and no structure will be affected by this clearance. Since phase I works are already under way, two months' notice of resumption is recommended to enable phase II works to start as scheduled in November 1978.
