12. The Hong Kong Government or the United Kingdom Government may at any time request information on, or an examination of, the cost, complement or composition of the garrison and any such request will not be unreasonably refused. The Hong Kong Government may also request reports in detail on the cost and complement of the support elements of the garrison as soon as may be appropriate after 1st April 1977 and any such request will not be unreasonably refused, Adjustments to the cost of the garrison resulting from any examination under this para- graph will be apportioned between the two Governments in the same ratio as their contributions under this Agreement.
