Future Development of Victoria Barracks

Thank you for your letter of 31st January enclosing a copy of Mr. A. de O Sales' statement on "The making of a better city" the contents of which have been noted by the UMELCO Ad Hoc Group on the Future Development of Victoria Barracks and other Unofficial Members.

The UMELCO Ad Hoc Group has examined the following plans and proposals in the course of their deliberations on the future development of Victoria Barracks :-

(a) The Szeto Committee's proposals and plan dated

June 1977 ("Plan A").

(b)

The Szeto Committee's final proposals and plan dated September 1977 ("Plan B").

The Government's proposals and plan submitted

(c)

to ExCo vide ExCo Memorandum XCC(77) 82 dated (105)

4th November 1977 ("Plan C").

The Group and other Unofficial Members visited the site and the Group held discussions with Mr. G. Barnes, the Deputy Secretary for the Environment, and Mr. C.S. CHAU, the Government Town Planner.

Having considered all the above, the Group sub- mitted to the full body of Unofficial Members its recommendat- ions on the future use of Victoria Barracks which was considered at the meeting of UMELCO held on 24.2.78. As a result of the discussion, I have been directed by Members to convey to you their views on the future development of the Victoria Barracks Area as set out in the following paragraphs.
