At paragraph 28.2 of the Report, the Committee recommends that the Victoria Barracks Area should be designated a "Special Planning Area" in the sense that any development within the area should be subject to special approval of the Governor in Council. This proposal is under- stood to derive from the criticism that the planning proposals would effectively by-pass normal Town Planning Ordinance procedures.
