basically sincere group, who include both expatriates and local residents among their members. They recently petitioned The Queen about the proposal to demolish the old Kowloon railway terminus. Although that petition was unsuccessful, the Heritage Society learnt a lot from the experience, and can be expected to mount an effective campaign, with considerable public support, if they believe that the proposals for the future of Victoria Barracks take insufficient account of the public interest. My estimate is that they will not be satisfied with the Government's decision, particularly if they learn that it involved rejecting the advice of the planning committee that they should adopt a scheme that would have included considerably more open space (and it looks as if the Government are under an obligation to make the planning committee's recommendations public). Nonetheless, the Government's compromise does not seem unreasonable, and I believe we should be prepared to defend their decision.
