(vii) Development Restrictions and Planning Controls

In addition to restriction on development and
planning controls to protect the existing environmental
amenities, the Committee recommended that Victoria
Barracks should be designated a Special Planning Area
and any development in it be subject to the approval
of the Governor-in-Council. To ensure good planning
and architecture along the Queensway frontage, it was
further recommended that development of the commercial
zone should be undertaken by a single developer.
