On 7 November, Mr Richard Luce MP (Conservative Shoreham) Flag A wrote to Lord Goronwy-Roberts enclosing a letter from the "Hong Kong

Liberty and Democracy Party" complaining about the actions of the Hong Kong Government in refusing to re-site factories demolished to make

way for the new Mass Transit Railway. Lord Goronwy-Roberts sent an Flag B interim reply on 16 November.

2 December). I recommend therefore that Lord Goronwy-Roberts should now send Mr Luce a substantive reply on the lines of the attached

draft.

Squatter clearances involve, in general terms, two broad categories of industrial undertakings. Those described as 'eligible' are those which were surveyed by the Housing Department in 1976. They are eligible on clearance for either an ex-gratia allowance or, in certain circumstances, for reprovisioning in a Housing Authority flatred factory, Those described as 'ineligible! are those which have been established after 1976 and are eligible for neither cash nor reprovisioning on clearance. The eligible factories involve the following type: those which are admissible into a Housing Authority flatted factory and those which are not. either by reason of their trades or their size (i.e. over 3,000 sq.ft. covered working area) or both.

Over the next four and half years, it is. estimated.that a total of about 9,800 industrial undertakings will be cleared for develop.nent purposes. On past experience some 25% of these will be classified as ineligible. Of the remainder some 4,250 will be admissible to accommodation in Housing authority flatted factories and some 3,100 will be inadmissible.

In the particular case of the clearances for the extension of the Mass Transit Railway to Tsuen Wan 472 squatter industrial undertakings will be affected. Of these, 91 are classified as ineligible. Of the remainder, 185 are estimated to be admissibles and 196 to be inadmissibles(among which 22 are large facrories). To offer resites to these iradmissible factories will commit Hong Kong Government to give equal treatment to all the other inadmissible squatter factories to be cleared in the future.

The prospect of resiting this large number of squatter factories is daunting. While suggestions have been advanced by the factories affecred in North Tsuen Wan to be resiting in the yet undeveloped areas of the New Territories, it has not been possible to accede to these requests.
