On 29th June 1976 Honourable Members considered memorandum XCC(76)44 (Annex A). The Council advised and the Governor ordered that the new guidelines for the prevention of squatting set out in paragraph 5 of the memorandum should be adopted. The Governor also directed that the results of the 1976 Squatter Structure Survey (checked if possible against the By- census) should be circulated for information to Honourable Members. The survey was completed in the urban areas in 1976 but due to staff shortage, organisational problems and the large areas to be covered, the surveying exercise in the New Territories took much longer than was expected. Surveys have now been completed in all districts except Tai Po. In view of the time which has elapsed since the Governor's directive, it is considered advisable to inform Honourable Members of the results obtained so far and to explain the position in the only district where the survey is still outstanding.

Squatters in Urban Areas and Tsuen Wan

The survey of squatter structure on Crown land in the urban areas and Tsuen Wan was carried out between 14th and 29th June 1976. All structures on the ground were measured and given a survey number. The type of material used in construction was noted, as well as the use of the structure and the number of persons living in it. A brief summary of the results of the survey is as follows:

Compared with the last comprehensive survey of ground squatters in the urban areas and Tsuen Wan in 1964, the 1976 survey shows that the squatter population has diminished:
