1. Mr Richard Luce MP (Conservate Shoreham) wrote to Flags A & B Lord Goronwy-Roberts on 7 November enclosing a letter from

the Liberty and Democracy Party in Hong Kong, and several press cuttings.

2. The letter from the Liberty and Democracy Party, (about which we have no information) is somewhat obscure, but appears to be complaining about the attitude and actions of the Hong Kong Government in relocating factories demolished as a result of engineering works for the new Mass Transit Railway. I am not aware of the background to this particular case, though I do know that the Hong Kong Government have paid particular atten- tion to informing the public about the construction work and to minimising inconvenience and disturbance. There is a compen- sation scheme for those affected by the work.

3. I have asked the Hong Kong Government for further information about this case and submit an interim reply to Mr Luce.
