Please refer to your letter reference TXR/QM dated 22nd September, 1978 from your Protocol and Conference Department in respect of a letter addressed to Her Majesty the Queen dated 4th September, 1978 and signed by Mr. CHUNG Chiu-Biu, Representative- in-chief of the North Tsuen Wan Factory Owners Temporary Committee.

A copy of the reply to Mr. CHUNG is enclosed herewith for your reference.

As Mr. CHUNG has been actively canvassing for local support to resist the clearance of the twenty two large squatter factories at Tsuen Wan, similar petitions to Her Majesty the Queen might have been- received by you. A copy of one which has recently been received in Hong Kong is dated 26th October, 1978 from the Liberty and Democracy Party. It is suggested that either a direct reply from you along the lines of my reply to Mr. CHUNG should be sent or as in the case of Mr. CHUNG's letter, the petition can be referred back to me for a reply.
