system must allow for landowners to
enjoy a reasonable share in the
development value of the areas for
which they were required to surrender
their private lands.
3.1.2 It must provide for a means of proceeding
with a large scale resumption programme
for urban development in the New Towns
and Market Towns of the New Territories
As stated above, the Working Group
considered that much of the difficulty
with the present system resulted from
the scale and pace of present resumptions
in relation to the Government's limited
capability of making land available for
exchanges. If it were to contine to
operate successfully on the scale
presently envisaged, it was essential
that both the exchange and compensation
elements should be made more realistic.
