SUMMARY OF PROPOSALS

Although this paper relates specifically to the new towns, our proposals are to some extent more general in that they either 'refer to or effect land outside the main town layouts.

They may be summarised as follows:

That the existing Exchange Entitlement System (known as the "Letter B System") should be discontinued in the case of all future compulsory acquisitions by the Crown.

That the Special Acquisition Land Scheme be discontinued.

That land for public purposes should be. acquired for cash and that such compensation should be based on open market values.

Government should prepare and use Zoning Plans covering the whole area of the New Territories.

That to enable fair compensation at open market rates to be paid, the Crown Lands Resumption Ordinance should be amended.
