any early prospect of new building land to meet them, and

because local demand for Letter B exchanges in Tsuen Wan

and Kwai Chung was exceptionally low following the 1967

disturbances, the Government decided in 1968 that all

land exchange entitlements in all districts should become

interchangeable, e.g. Sheung Shui Letter B could be used

for Tsuen Wan exchanges or vice versa.
