an owner of building lot(s), whether

he proposes to accept cash compensation

or letter B terms should be given the

opportunity to refer the valuation of

his lot(s) to the Lands Tribunal.

The compensation rate and credit value for agri-

cultural land and the "ex-gratia" compensation for

building land prescribed in the new package should be

updated half-yearly by relation to an index of average

land values. (Paragraphs 5.9 to 5.11)

The Working Group considers that the extent to

which the recommended package offer should solve the

present difficulties will depend on Government

accepting the implications of meeting its commitments,

albeit much reduced, under the exchange offer. This

could mean the acceptance of a priority target of land

production aimed at meeting the commitments.

Government may wish to consider at some future

date limitations on the period of validity of the

priority given to older Letter B when the supply of land

for Letter B exchanges will have improved sufficiently

to make it more acceptable for implementation.
