Mr. Jones of the Institute of Metallurgical Engineers (580-7755) telephoned me this morning The Institute is holding a conference in Hong Kong in May and they have already circulated interested bodies in many countries. Amongst the subsequent applications to take part is one from a Professor Osnaviç (?) of Yugoslavia (as well as a Pole and a Russian).

2. Mr Jones has already been in contact with Derek Jones. Secretary for Environment in Hong Kong,who explained that there would be severe difficulties regarding Eastern European applications to visit Hong Kong. Mr Jones wished to know whether a visa could be obtained for Professor Osnaviç.

I confirmed that applications for visas for Hong Kong from citizens of Eastern European countries are most likely to be refused, and that there were a number of precedents of a similar nature which would indicate that Professor Osnavic would not get one. However, I told him that it is up to the Hong Kong Government to decide who they will and will not admit. then agreed to write to Hong Kong, notifying them of the applications along with some administrative arrangements;he would await their decision. In the meantime, he is copying some details to us.
