Immigration into Hong Kong

Following my talk with you about your submission of 20 June, I have discussed this subject with the Secretary of State. I emphasised the point that it might embarrass the Chinese to raise immigration into Hong Kong formally in Peking or in London; and that the Depart- ment were asking urgently for Hong Kong's view on the next step.

I also pointed out that we were well placed after doing the Chinese a service over Macau to argue to the NCNA in Hong Kong that early action was needed from the Chinese over refugees.

Dr Owen has now agreed that talks on this subject should proceed in Hong Kong, if the Governor thinks that this is the best way to pursue the matter.
