therefore reached with the Chinese authorities, under which exit permits were to be limited to about 50 per day. This agreement worked reasonably well until the end of last year, though this year immigrants have been arriving at the rate of well over 100 per day. If this continues, it could pose problems for the Hong Kong Government. Informal approaches have therefore been made to the Chinese Government, and we
are optimistic that they will take measures to limit the numbers of exit permits that are issued.
