4. The official told Source to apply for a permit through his production team which should forward the application through his brigade and commune to the County FSB. The official stressed that the PSB would act on all applications received through the proper channels, i.e. work units.

5. Source applied for a CEP in Apr 77 through his Commune Headquarters. Between Jul 77 and Mar 78 he made frequent enquiries at the Commune HQ about his application and was told each time that the management was far too busy and had no time to deal with his case.

In Apr 78 Source read, a report on Overseas Chinese affairs in the Southern Daily. He could not recall the date or the origin of the report and was only able to provide the following gist:

In Taishan County some applications from Overseas Chinese and their dependants, for exit permits to leave China on justifiable grounds, had been shelved for a long time, some for as long as ten years. Under the Overseas Chinese policy (sic) all justifiable applications for exit permits should henceforth be forwarded to the PSB concerned without unnecessary delay.

b. The existing procedure for processing exit permit applications was too complicated and should be simplified (no details).

Those Overseas Chinese and their dependants whose applications for exit permits were delayed or rejected could appeal to a higher level PSB authority.

All organisations concerned were exhorted to observe the Overseas Chinese policy as laid down by the Central Government (no details) without reservation, to comply with the proper procedure for processing exit permit applications and to give sympathetic consideration to applications from the Overseas Chinese and their dependants.

In view of this report, Source, in Apr 78, sent a written complaint to the Huiyang PSB about the delay of his application at Shatien Commune. He received no reply from the PSB but was told verbally in late Apr 78 by the Commune HQ that it had forwarded his application to the Huiyang PSB. In early Jun 78 the Commune HQ told him the PSB had approved his application and asked him to collect the exit permit as soon as he could. On 12 Jul 78 he collected his exit permit from the Huiyang PSB.
