As you know, we have been becoming increasingly worried about the number of legal immigrants arriving from China. I think we all have a good general view of the reasons for the increase and the way in which the Chinese authorities have both relaxed their criteria for allowing people out and speeded up the process. We have however been trying to pin down as accurately as possible precisely what instructions have been sent out in China on the subject.

At my request, the Service intelligence people here have been doing some research on the subject. The attached note is the result. It also includes the most detailed account they have yet received about procedures.

Although the report will be circulated as part of the series of Overt Intelligence Reports prepared by the military, I thought you would find it useful to have your attention drawn to it and to keep it on record.
