8. We have strong evidence on this from a number of sources.

One of the most important sources is the would-be immigrants

themselves, who are sometimes caught making their second or

third attempt. We understand that illegal immigration to

Hong Kong is regarded by the Chinese authorities as only a

civil misdemeanour, not a criminal offence, for which the

punishment is normally a period of "social re-education".
