No doubt a few (from the south) will be eligible for U S, French and Australian family reunion programmes and we are trying to ensure that there are procedures available for them which involve prior application to appropriate diplomatic missions here or in Peking before they arrive at Lowu. We should be grateful to know if many applications have been received by missions in Peking and how they are being handled. We trust that the Chinese are aware that a sudden influx of refugees from Vietnam would draw widespread criticism here. Meanwhile, we are watchful and worried.
