1. I submit draft replies and background notes to the four priority Written Questions put down by Mr Robert Parry MP (Labour Liverpool, Scotland Exchange) for answer on 8 May.
2. Mr Parry takes a persistent and critical interest in Hong Kong's affairs. So far this year he has put down six PQs, on the Royal Hong Kong Police Force and Professor Turner's report on labour relations in Hong Kong; in 1977 he tabled 94 Questions. He has not recently expressed an interest in race relations or illegal immigration in Hong Kong, although his Questions may have been prompted in part by the answer which Mr Luard gave to Mr John Moore MP's question on 6 April about the repatriation of illegal immigrants from Hong Kong to China.
3. The proposed replies are based on information supplied by the Hong Kong Government; and because of the need to provide full answers to Mr Parry's Questions, Parliamentary Unit have agreed that they may, where necessary, exceed the usual 50 word
limit.
