As background to our present problems over the high level of legal immigration from China, you may find it useful to have a copy of the enclosed paper prepared by Security Branch on "The 'Quota' and Legal Immigration from China". This was prepared primarily to clarify the category "quota entrants" which is used by Immigration Department in classifying arrivals at Lowu but which does not now correspond to any arrangements to restrict numbers entering. The paper also gives a useful summary of the post-1949 history of legal immigration from China, but I should emphasise that it is not based on a complete search of all the available documentary evidence.
