In the Admiral's absence I have received a letter from a constituent,

which refers

to a recent Parliamentary Answer in which it was stated that nearly 12,000 refugees from Communist China had been returned there by the Hong Kong Authorities.

Mr. Fairey asks for the Admiral's assurance that this 'trafficking' has now ceased. Perhaps you would be good enough to let me know the position.
