An urban councillor living in Hong Kong, Mrs E. Elliott, describing the nature and extent of the traffic in women in that city, states "There are no Chinese parents here who, having a daughter, do not live in constant fear of her abduction to be forced into prostitution." Prostitution in itself is not illegal in Hong Kong. However it is the basis of a wide field of illegal activities within which there is an organised Triad presence. Their operations are mainly confined to he recruitment of young females into prostitution, the management and control of call-girl centres and the exploitation of individual prostitutes.
