Rhodesia

Mr. Marten asked the Secretary of State for Foreign and Commonwealth Affairs when was the last occasion when he raised the question of Rhodesian sanctions breaking by Great Britain's EEC partners in the United Nations, and with what results.

Mr. Rowlands: Full details of cases of sanctions breaking prior to 31st Decem- ber 1977 are published in the 10th Report of the Security Council Committee estab- lished in pursuance of Resolution 253 of 1968, a copy of which is in the Library of the House. The countries we have named so far this year include some EEC member States. Details of notes sent to the United Nations remain confidential until they are published by the Sanctions Committee.

Lesotho

Mr. Hooley asked the Secretary of State for Foreign and Commonwealth Affairs what response the United Kingdom will make to the appeal by Lesotho for emergency assistance arising from the blockading of its border with the Transkei region of South Africa.

Mr. Rowlands: We have previously pledged £2 million towards the pro- gramme of emergency assistance recom- mended by a United Nations mission to Lesotho in 1977. We await the report

of a further United Nations mission to Lesotho sent in response to the Govern- ment's appeal to the United Nations Sec- retary General.

China (Refugees)

Mr. John Moore asked the Secretary of State for Foreign and Commonwealth Affairs if it is the policy of Her Majesty's Government to use the Navy forcibly to repatriate to China refugees escaping to Hong Kong.

Mr. Luard: No. The Hong Kong Marine Police are supported by the Royal Navy in a number of tasks, including the prevention of illegal immigration. But the decision on whether to repatriate illegal immigrants is taken by the Hong Kong Government.

Aircraft and Shipbuilding

Mr. Trotter asked the Secretary of State for Industry whether he will place in the Library copies of the last available accounts for each of the companies nationalised under the Aircraft and Ship- building Industries Act so that Members may be aware of the assets acquired for the nation.

Mr. Kaufman: I am arranging for this to be done.

Mr. Hoyle asked the Secretary of State for Industry what discussions took place between his Department and Lucas Aerospace before it declared its recent redundancies; what discussions have taken place with it in relation to the corporate plan drawn up by the shop stewards within Lucas Aerospace; what talks have been held between his Depart- ment and the trade unions in Lucas Aerospace; and whether the corporate plan has been discussed with them.

Mr. Les Huckfield: Representatives of the company's management advised the Department of their proposals for re- organisation of Lucas Aerospace on 14th March and met my hon. Friend the Minis- ter of State for Industry on 15th March at his request. I understand that the company subsequently met the Confedera tion of Shipbuilding and Engineering Unions. The Government are also dis- cussing with the Lucas group the range of regional incentives available to com- panies in the assisted area. With a view to encouraging detailed discussion be- tween management and unions the cor- porate plan drawn up by the shop stew- ards in Lucas Aerospace has been raised on a number of occasions both with the company and the CSEU.

Requirement Boards

Mr. Warren asked the Secretary of State for Industry how many proposals put before requirement boards in the last 12 months have been rejected because of inadequate market information to assess the value of the proposal before the boards.

Mr. Les Huckfield: Market prospects are usually mentioned by the board secre- tariat in preliminary discussions with an
