Hong Kong: I maingration Rar

No Retir it The Prime Minister is planning to make a statement on Trumigration on 7 April. The text, which is being drafted by the Home Office, is to be considered by Ministes tomorrow: as at present drafted, the statement contains a reference to I the

Green Paper on Immigration which could well be seized on in Hong Kong as another example of Bitial perfidy (we cannot, at present, obtain copies of the texts, which are Cabinet Documents),

2. Can you please heep in touch with N, and T. Dept and toy to ensure that we get a copy of the text before its release and give the Governor advance warning of anything that is likely to attract interest in Hong Kong. If in addition the text is such that it is likely to lead to distorted reporting mis interpretation - Hong Kong, would you please also Consider whether there is any guidance we could should give on how to reply to stich distortion/ misinterpretation.
