himself or to appraise his senior officers in the Department with the developing conflict at the School. The Director of Education does not believe that anything Mr Fung could have discovered by more vigorous action would have much changed the course of events or the Director of Education's perception of their causes. As has already been noted, the extent to which financial mismanage- ment was the root cause of the dispute is debatable, but insofar as the Government failed to realise its significance, responsibility must be shared by a wider group of officers, including the Director of Education, and not by Mr Fung alone.

In April 1978, Mr Fung was chosen on merit by a Selection Board for appointment on transfer as Registrar of Trade Unions, on trial for one year, and took up the post in July. It is proposed that the press release accompaying publication of the Committee's Final Report should not draw attention to Mr Fung, but if press enquiries are raised subsequently mention might be made of his new appointment (which has already been gazetted) and of the Government's view, as indicated above, that responsibility for its role in the events must be shared.
