teachers' representatives accused the school of financial mismanagement, ex-

ploitation and forgery. Sister Woo and the management committee refused to

answer any questions.

On April 12, 1977 two nuns of the Precious Blood Order on the management went

to the Education Department and reported the sorry state the school was in. The

teachers were not informed of this action of the management committee.

On April 14, 1977, management committee informed all the teachers of the resignation

of Sister Leung from all posts she held in the school on health grounds. Sinee

resigned

then Sister Leung also regined from all her offical posts that she held in other

education bodies and church bodies in Hong Kong and overseas, as well as refused

to make appointment with members of the public. At the sametime the teachers are

informed

that Education Department conduct investigation into the management of the

school. A senior official of the "ducation Department, Mr. K.C. Fung, was appointed

to the Management Committee.

9. On April 18, 1977, the teachers had another interview with the ICAC Officials. There

they were told that the ICAC had uncovered no evidence of corruption, however, there

were evidences of mismanagement of the school. The ICAC suggested the teachers

bring the matter to the attention of the Education Department,but with the names of

the complainants disclosed. Owing to the fact that the school had claimed on April

14 that the school accounts wereßeing checked by the Educaton Department, the teachers

concerned did not transfer the case to the Education Department, as suggested by the

ICAC.

10 On April 22, 1977, the teachers submitted a 22-pages report on the information that

they had collected with regards to financial mismanagement of theschool to the

Education Bepartment in hope to faciliate their investigation.

In May, 1977, the matter was exposed by a local newspaper misleadingly. The

staff wrote to the Management Committee asking them to clarify the rumours but

the request was turned down. Thus a teacher sent letters to all the parents stating

all the facts found by the teachers on the mismanagement of school funds to seek

clarification of the matters. Having learnt of the exploitation of students and

minor staffs through forgery and mismanagement of finance, the students through

the Student Union asked the school authority to explain the whole matter to all

students during the Monday weekly assembly. However, the school authority re-
