correct, then their recommendations for improvements in Financial Management, Administration and Communications should have at least a good chance to make "a recurrence" less likely. If, on the other hand, financial mismanagement is perceived as the occasion and not the cause of the crisis then the Committee's recommendations are likely to be less efficacious in heading off future recurrences. This does not imply that the Committee's recommendations are not generally good in themselves. They are, indeed, on lines already envisaged within Government: but it is necessary to point out that if, in fact, there are teachers in aided schools who are determined to bend the education system to their own purposes, then the recommendations of the Committee are not likely to place many obstacles in their path. The evidence on this matter is not conclusive and it appears expedient to accept the Committee's analysis at least tacitly, and generally to accept and act on its recommendations, while recognising that Government must remain alert to the possibility of unrest stemming from causes not spoken of by the Committee.
